Credibility depends on how the work is governed.
Rigor
Definitions, methods, evidence, assumptions, and limitations should be inspectable.
Transparency
Sources, versions, changes, conflicts, and uncertainty should remain visible.
Plural knowledge
Different evidence traditions should be represented with their context and rights intact.
Accountability
Decision rights, review paths, corrections, and stewardship should have named owners.
Regeneration
The framework asks what capacities are strengthened, depleted, distributed, risked, and made possible.
Learning
A failed assumption, corrected method, or verified outcome should improve the next application without erasing earlier reasoning.
Registered limitations
What this framework is not, recorded where a reader will find it.
This is a conceptual and methodological proposal rather than an empirically validated index. That the specification computes end to end on sourced public data does not establish that it measures what it claims to. The limitations below are registered against the method sections that treat them, rather than left for a reader to discover.
Data availability and quality
Coverage, frequency and reliability vary substantially across countries and organizations, and are better for OECD economies than for low- and middle-income ones.
Weighting and aggregation
Equal pillar weighting, the raw cross-pillar product, and the normalization goalposts are normative choices rather than empirically derived results.
A single-period stock measure
A point-in-time account cannot separate a rapidly improving subject from a declining one at the same level. Change over time is specified but has not been exercised.
Unestimated tail risk
The tail-severity half of non-compensability rests on a mechanism rather than on direct evidence, and has not been tested against any external outcome.
Level-based ecological indicators
Throughput-per-output measures move identically whether throughput falls through decarbonization or through industrial collapse. The two are not the same event and the current indicators cannot tell them apart.
Organizational-scale application
The organizational indicator set is less developed than the sovereign one, with boundary-setting, supply-chain inclusion and materiality thresholds unresolved.
Reflexivity once priced
A measure that acquires a pricing consequence changes the incentives of the entities it measures. Self-reported accounts are therefore proposed as ineligible for spread-linked instruments.
Political economy
Adoption assumes multilateral coordination and institutional goodwill that measurement reform has historically found difficult to achieve.
