The first 777 members become founding citizens. They shape the governance model, set cultural norms, and earn permanent recognition in Rhiz. This threshold activates the civic layer.
Rhiz State activates when the founding membership reaches 777.
Until then, founding members shape the direction through the main Rhiz membership.
